White Tree Consulting is led by a team of technology veterans with a range of industry
expertise and leadership experience.
Rich Radan is the CEO of White Tree Consulting. He has over 25 years of experience in the consulting
information technology business. Radan previously worked as a Deputy Director for the State of California,
and brings experiences from Deloitte Consulting and other larger systems integrators.
He has successfully managed, several large system integration and implementation projects, including the
implementation of the State of California’s Electronic Benefits Transfer project
Mark Herbert joined White Tree Consulting, as the Consulting Practice Lead, continuing a successful
22 year career in technology consulting and management. He led consulting projects in large systems
integration and systems architecture in both the private and public sectors for Deloitte Consulting, and
led business transformation efforts as an IT Director at SureWest Communications. He has provided consulting
services to a variety of companies, from start-ups to large public companies, including Visa International and
First Advantage, as well as public sector clients such as State of Nevada Department of motor Vehicles and
multiple departments of the State of California. Mark earned his B.A. in Economic History at UCLA, and
an M.S. in Management & Public Policy from Carnegie Mellon University.
Henk Keukenkamp manages the off-shore development practices for White Tree Consulting,
is responsible for internal product development and assists customers with establishing and
managing project management office (PMO) best practices. He has 20 years experience in the
field of information technology, including significant work with large systems integrators
such as Deloitte Consulting and Unisys. Prior to White Tree Consulting, Keukenkamp founded
SCOPE iT, Inc., a project planning software service company. Keukenkamp is a specialist in
project management and in the design, development and implementation of business solutions.
He has been involved in a variety of projects covering large traditional mainframe applications,
client/server applications and e-business solutions. His experience includes development of
project and system standards, quality assurance, database administration, technological
training and project management. Keukenkamp is a Project Management Institute (PMI)
certified Project Management Professional (PMP).
Keith Harvey is a Microsoft Certified Professional (MCP) and Microsoft Certified Solution Developer (MCSD)
with more than 20 years experience as a highly skilled software/database designer, architect and developer.
He has led successful teams spread out across the United States and Europe. Harvey is extremely adept at developing
and delivering high-scale, high-performance, web-based applications, databases and architectures based on Microsoft .NET technology.
